Cluster port degraded due to packet loss after ONTAP upgrade

Issue

After an ONTAP upgrade, a cluster port on a single node shows degraded status:

Node: node-1

Also seeing messages similar to the following in EMS logs:
 
[node-1: vifmgr: vifmgr.cluscheck.ctdpktloss:alert]: Continued packet loss when pinging from cluster lif node-1_clus1 (node node-1) to cluster lif node-2_clus1 (node node-2)
