BMC networking changes at the LOADER are not persistent

Issue
- Example: Change the BMC IP from 10.1.1.34 to 10.1.1.56 via LOADER.
LOADER-A*> sp setup -d=0 -a=10.1.1.56 -n=255.255.255.0 -g=10.1.1.1
- Boot ONTAP into clustershell. After about 10 minutes the BMC IP will revert back to 10.1.1.34 rather than keeping 10.1.1.56.
