Chassis power supply failure after a power outage

Issue
- After a power outage, there is no power input to the system to boot the nodes.
- Amber LEDs are seen on the chassis power supplies.
- The power source to the PSUs is verified by connecting to an alternate PDU.
- Reseat of the power supplies does not bring them online.
