CONTAP-39631: System environmental shutdown does not migrate cluster epsilon to another node

Issue

If a system holding cluster epsilon automatically triggers an environmental shutdown,
epsilon is not migrated to another node in the cluster. If a shutdown is triggered
on multiple nodes in the cluster, this can result in the cluster going out of quorum.
