CHW-2931: DS460C shelf not recognized with incorrect display

Issue

Following a shelf chassis replacement a DS460C shelf may display the following fault that cannot be resolved through troubleshooting or power cycling of the shelf: 
[?] Wed Dec 04 15:40:52 -0500 [node-01 pmcsas_asyncd_0: sas.config.badtransition:error]: Unsupported speed transition by expander WWN: 5:a031bc:2de3456:7f at level 3 in SAS stack on adapter port 0a.
Errors for the affected shelf may also appear in sysconfig -a:
