CHW-2456: Fan fails with error message on AFF A250 or FAS500f systems

Issue

AFF A250, AFF C250, ASA A250, ASA C250 or FAS500f systems report a fan failure while being tested in system-level diagnostics. The following error message is displayed:

  Fail: Sysfanx speed below 8000 RPM !
  Stop on error: (fan) test failed
