1. ONTAP update with bundled BIOS 17.10 firmware
2. Node update from 17.9 to 17.10 BIOS firmware
3. Node powered off after reboot to apply BIOS 17.10
4. Node does not power on through BMC CLI
5. BMC "system power status" reports "System is powered off"
