Vserver migrate failed with "No eligible online aggregate"

Issue

Vserver migrate from source FAS with hybrid Aggregate to destination FAS with HDD only failed with the following error :

        Status Details: Migrate operation failed. Reason: No eligible online
  aggregate to place the volume "SVM1_root". Use the
        "storage aggregate show -ha-policy sfo -state online -snaplock-type
        non-snaplock -composite false -hybrid true " to list the eligible
        aggregates on the destination cluster to place volume
        "SVM1_root". Determine if sufficient space is available on
        destination aggregates for all volumes with matching properties on
        the source. Verify that the number of volumes being placed on each
       node does not exceed the per-node limit. Consider using the REST API
        to place volumes manually. To resume the Vserver migrate operation,
        use the "vserver migrate resume" command. To change the source
        Vserver configuration, use the "vserver migrate pause" command on the
        destination cluster, make the configuration changes on the source
        cluster, and then use the "vserver migrate resume" command on the
        destination cluster.
