FabricPool shows high latency with multiple ONTAP intercluster LIFs on different subnets

Issue

Overall latency is observed within the cloud tier of a FabricPool aggregate.  ONTAP reports a message similar to the following:
[?] Thu Mar 04 00:24:12 -0600 [cluster1-01: OscHighPriThreadPool: wafl.ca.latency.threshold:notice]: Measured latency from cloud (3393 msec) more than threshold (1000 msec) (aggregate: "FabricPoolAggr", aggregate uuid: "12345678-1234-1234-1234-123456789012", object store: "OjbectStore_1")

System Manager gives a visual representation of latency for the impacted volumes.  Active IQ Unified Manager will also show high cloud latency.
