Volume encryption conversion keeps restarting back to beginning due to tier going unavailable

Issue

  • Volume encryption conversion is aborted because the capacity tier is unavailable:

[node1: wafl_exempt02: enc.operation.aborted:error]: Conversion to encryption scan is aborted in the volume 'enc_vol' (aggr 'aggr1'). Reason: Capacity Tier is unavailable.

  • When the capacity tier becomes available, the encryption conversion is restarted from 0%:

::> vol encryption conversion show -instance
