Vol move fails due to encryption keys already configured

Issue

After adding new nodes to the cluster, moving a volume to the new aggregates fails with error:
 
Error: command failed: The OnboardKey Manager is already configured. To sync any nodes with the Onboard Key Manager configuration, run the "security key-manager onboard sync" command. Provide the cluster-wide passphrase initially configured for the cluster
