Unable to modify a NAE aggregate to non NAE

Issue

Attempting to convert a NAE aggregate to non-NAE fails. There are no NAE volumes on the aggregate:
 
::> aggregate modify -aggregate <aggr1> -encrypt-with-aggr-key false
 
Error: command failed: Failed to modify the aggregate "aggr1" because it contains NAE (NetApp Aggregate Encryption) volumes. Run the "volume show -encryption-type aggregate" command to get the list of NAE volumes. Convert all of them to NVE (NetApp Volume Encryption) volumes and try again
