Newly added FAS9000 nodes fail OKM sync

Issue
After adding new nodes to a NetApp FAS9000 cluster running ONTAP 9.16.1P7, the following problems were observed:
- Onboard Key Manager (OKM) key synchronization fails cluster-wide, especially on newly added nodes.
- Error when running
security key-manager onboard sync:
Error: command failed: The Onboard Key Manager has failed to sync on the local node "Node1", error: "Internal error. Failed to set up the Onboard Key Manager on node(s): "Node1"."
- Volume move operations fail with:
DetailedStatus: Creating volume: Internal error. Cannot generate encryption key. Verify the network configuration and the key manager servers are reachable.
