During ANDU for OKM system CC mode was disabled

Issue

  • During ANDU, the OKM configuration was changed to remove CC mode.
  • The rebooting node expected a CC mode key while the up node had its key change.
    • This caused the down node to not be able to boot due to OKM import failing.
