Message indicates a Fabric State change notification (SCN)  on a regular basis and causing a resource constraint on the switch effectively path/port thrashing. May observe poor fabric performance at the same time.

  • From the Host or device connected to the port you you may observer port/interface  up / downs and FC fabric registered state change notifications ( RSCN )
  • Remediation steps include replacing the faulty end device use porterrshow to investigate
