E-Series degraded volume after disk replacement with no operations in progress

Issue
- After a drive replacement, several volumes remaing in degraded state with the following error appearing in SANtricity System Manager:
- DEGRADED_VOLUME-Recovery Failure Type Code: 13
- There are no operations in progress (e.g Reconstruction) reported under the home page of SANtricity System Manager.
