E-Series New storage  stuck in lockdown L5 SOD suspension

Issue

New EF300 system is not accessible and is showing L5 lockdown:
 
Automatic OS Software Synchronization Failure Detached
 
Controller A and B unable to boot and complete ACS:
 
This controller is not running the correct firmware release. The controller will enter lockdown mode. In order to prevent any configuration loss, the controller must be loaded at least with xx.xx.xx.xx firmware.

ACS Failed. Code sync was required, but it failed. Start of day will be suspended on this controller to prevent the running of mis-matched firmware.
