Occasional increase in S3 GET request response time after a node has been shut down

- StorageGRID Appliances, when shut down (not maintenance mode)
Issue
When a node is shut down, a S3 client may experience incidental increased latency with an interval from 30 to 40 seconds.
Putting the node back online resolves the latency issue.
