Unable to setup Fabricpool - Gateway Nodes Added Without Storage Nodes in same site

Issue

When attempting to set up a FabricPool configuration, the following error is encountered:
 
Error: Cannot verify availability of the object store from node IMSGFAS502-01. Reason: Service unavailable.
 
Review of the configuration shows sites with only gateway nodes and no storage nodes.
The gateway nodes expect to be able to communicate to storage nodes in the same site.
Which fails without any storage nodes being present in the site, resulting in the error on the ONTAP side.
