Decommission stuck at Disable External Services for Gateway Node

Issue

After decommission a gateway node, the Decommission page shows step disable external services and does not continue

On the decommission node, /var/local/log/bycast.log reports:

Aug  4 09:59:45 <nodename> ADE: |16342386 1270664837 PSVR PCRQ 2025-08-04T09:59:45.846229| WARNING  0699 PSVR: Neighbor Connection Service Service - Addr <ip address> to Port 1506 not in valid range, closing Aug  4 09:59:45

<nodename> ADE: |16342386 1270664837 PSVR PCRQ 2025-08-04T09:59:45.846246| WARNING  0746 PSVR: Neighbor Connection Service Service - Rejected closing

The reported IP address in the bycast.log was not a known IP address used on any GRID node
