Unable to access the SnapCenter GUI

Issue

The SnapCenter GUI is not accessible, attempts to login are met with the following error message:

SnapCenter repository is not accessible. Error: Can't connect to MySQL server on 'localhost' (10061):
No connection could be made because the target machine actively refused it 127.0.0.1:3306
