The SMCore Service doesn't come up when the Net.Tcp Port Sharing Service fails

Issue

After a reboot, the SMCore Service from SnapCenter is not coming up, showing the following Error events in the
System Event log, by the Service Control Manager:

Event 7009: "A timeout was reached (30000 milliseconds) while waiting for the Net.Tcp Port Sharing Service service to connect."
Event 7000: "The Net.Tcp Port Sharing Service service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion."
Event 7001: "The SnapCenter SMCore Service service depends on the Net.Tcp Port Sharing Service service which failed to start because of the following error:
The service did not respond to the start or control request in a timely fashion."
