The silent install of SnapCenter plug-in fails to complete

Issue

The silent install of the SC plugin fails to complete with an error seen in the debug log created by the installation:

Action 'CA_Abort_Install' returned status 0x8007064
 Original exit status: 0x80070643, final exit status: 0x00000643

An upgrade may fail with this error message seen in the debug log:

ValidateBackupConfigPresence: Error: Exception occurred: Threw Exception.Type: System.IO.DirectoryNotFoundException, Exception Error Code: 0x80070003, Exception.Message: Could not find a part of the path 'C:\ProgramData\NetApp\SnapCenter\SnapCenter Plugin Configurations - Backup'
