SCW install/upgrade: minimum .NET framework version required on the host is v4.7.2

SnapCenter Plugin for Windows (SCW) 4.7+

Issue

SnapCenter add Windows host or SCW plugin upgrade operation fails with error:
 
The minimum .NET framework version required on the host is v4.7.2. Install or upgrade the .NET framework on <PLUGIN HOSTNAME> and restart the host.
 
Note: this message may not even occur in 4.8, since 4.8 requires the newer version to run parts of the installer.
Other failure messages seen include:

ERROR : The specified service credentials is not valid. Provide valid service credentials.
ERROR : It is mandatory to provide the domain account credentials for the service in the format:
<Domain>\<User> and password.
ERROR : The specified account should have the administrator privileges on this host to run the plug-in installer (.exe.).

These come, for example, when the old 4.6 plug-in is still installed on one node, but the other was on 4.7.2 and was upgraded.
