SCO restore fails because of missing Oracle parameters file

Issue

When restoring an Oracle database, it failed with the following error:

YYYY-MM-DDThh:mm:ss+01:00 ERROR SMCore_XXXXX PID=[XXXX] TID=[XX] ErrorCode (-1), ErrorMessage (PL-SCO-25000: Pre-Restore of database files failed with error: ORACLE-20001: Error trying to change state to STARTED for database instance TEST: ORACLE-00001: Error executing SQL: [STARTUP NOMOUNT;].  The command returned: ORA-01078: failure in processing system parameters)
