OTV: Services do not start after appliance reboot of upgrade 9.13

Issue

When appliance reboots, maint console does not start services: 
 
Retrieving DerbyDB password from VMTools. Please wait.....
VMware Tools OVF network configuration not found.
Error obtaining derbydb password information from OVF.
 
No derby DB password was retrieved during OVF prompts.
This could be due to either an issues with VMware Tools or network configuration issue.
 
Enter Password for Derby DB:
No password entered.
 
Changing password for Derby DB 
 
Check if new decoder works ?
New decoder worked successfully
 
Error updating db credential file
 
VCENTER REGISTRATION CONFIGURATION
 
Retrieving vCenter configuration. Please wait ....
 
vCenter IP Address/hostname: otv.demo.netapp.com

vCenter Username                       : administrator@vsphere.local

No vCenter configuration information was retrieved during OVF prompts.
This could be due to either an issue with VMware Tools, or, VCF enabled.
If this is an UPGRADE, simply because you didn't supply these inputs during initial setup.
