NetApp ONTAP tools for VMware vSphere (OTV) 9.13

Issue

When discovering storage systems with OTV with user having Discovery privileges:

"NetApp Storage Discovery": [<OTV_IP> - <SVM_name>] Errors occurred during discovery: com.netapp.offtap3.ontap.ApiFailedException: Insufficient privileges: user '<OTV_user>' does not have read access to this resource (errno=13003)
