VASA Provider: New VMs are not distributed evenly across backing flexvols

Issue

When creating new VMs from templates that are stored on vVols backed by NetApp flexvols, the VMs are stored on the same backing flexvol.

This in turn can lead to the flexvol running out of space causing VMs to become inaccessible
