COTV-7179: OTV10 upgrade fails if the ONTAP Tools administrator password contains special characters

Issue

If the ONTAP Tools administrator password contains  $, < or > special characters, the OTV10 upgrade will fail.  
In the /var/log/upgrade-run.log, the following events are seen:
Wed Sep 10 21:13:10 2025 : Performing certificate validation for vCenters.
Wed Sep 10 21:13:10 2025 : AdminCreds SecretUrl: https://192.168.0.50:8443/virtualization/api/v1/auth/vault/secrets
Wed Sep 10 21:13:10 2025 : SecretName: adminUsernamePassword
Wed Sep 10 21:13:13 2025 : Error running cert_validation.py script with patch
