Cold Storage vMotion Fails, Hot Storage vMotion Successful

Issue

After upgrading ONTAP 9.12.1P5 to 9.12.1P10, cold storage vMotion between volumes or flexgroups (same SVM) fails with error, "NfcErrorCode", value = 23.
