ONTAP DSM Uninstall fails saying it requires powershell v2.0 or later

Issue

When attempting to uninstall the ONTAP DSM 4.1(P1) from Windows Server, the following error dialog,
which appears during the "Evaluating launch conditions" step of the removal:

i.e. "(!) No powershell installation was found. Data ONTAP DSM for Windows MPIO requires powershell 2.0 or later.
   Please download powershell and retry the installation."
