CONTAP-461968: Inconsistent power supply health status across ONTAP systems

Issue

When the power cable is disconnected from power supply on the AFF-A70 system, or when the power supply itself is removed, 
The Environment health status remains as ok, despite critical alerts being logged for the power supply.
