Insight Cisco datasource fails with "Failed to discover the USM Engine ID"

Issue
OnCommand Insight or DII reports an error collecting from the datasource similar to the following:
Failed to discover the USM Engine ID at xx.xx.xx.xx/161. Please check if the device is online.
The acquisition logs show the following error:
2022-07-21 17:36:15,465 ERROR [com.onaro.sanscreen.acquisition.framework.datasource.BaseDataSource] Error 1 out of 1: <datasource_name> [Error connecting] - Failed to discover the USM Engine ID at xx.xx.xx.xx/161. Please check if the device is online. ([Device name xx.xx.xx.xx]
