Changing backup policy for Cloud Backup Service does not apply to existing volumes

Issue
- You can change the backup policy in Cloud Manager UI using the backup setting option, but the new setting will only affect new volumes or existing volumes which are not backed up yet.
- The backup of already existing volumes will still show the old backup policy in CVO instead of the new policy
