setup-mnode fails on 12.3 mNode due to volume 'NetApp-HCI-task-orchestration-service' present from prior cleanup

Issue

After running sudo /sf/packages/mnode/setup-mnode --cleanup force to clear a prior mNode configuration, subsequent attempts to set up the mNode fail with a volume name uniqueness error

Example error during setup:

HCI-Med-Mnode /sf/packages/mnode # ./setup-mnode -mu admin -sm 111.1.1.1 -su admin -t true

Error response from daemon: create NetApp-HCI-task-orchestration-service: driver 'netapp' already has volume 'NetApp-HCI-task-orchestration-service': volume name must be unique
