Issue

CN1610 switches rebooted after a power outage or maintenance.
The NetApp system reports (CLUSTER NETWORK DEGRADED)
If using ISL LAG (link aggregate), you may see this ASUP alert:(Health Monitor process cshm: SwitchIfIslDownWarn_Alert[<switch_name>/<LAG_name>]) ALERT
Switch show tech-support reports ISL ports disabled and down:

0/13      PC Mbr Disable   10G Full              Down   Enable  Enable long

0/14      PC Mbr Disable   10G Full              Down   Enable  Enable long

0/15      PC Mbr Disable   10G Full              Down   Enable  Enable long

0/16      PC Mbr Disable   10G Full              Down   Enable  Enable long

In the switch's show running-config we see shutdown on all ISL ports
