Issue
- During the Upgrade of ONTAP from 9.1 to 9.3 with fiber channel over ethernet (FCoE) raw device mapping ( RDM )
- Virtualized Microsoft Windows Server Failover Cluster (WSFC) (cluster-across-boxes) report disk device busy soon after first ONTAP node goes down for reboot
- Cluster applications hang and both nodes report device busy
