Ethernet RLM and e0M interface keeps going down

Issue

The Ethernet RLM/e0M interface keeps going down. There are two Mac addresses coming from the same RLM and e0M port. From a security stand point, there is a Mac address violation as viewed by IOS, thus forcing the interface to shutdown.
