Answer

Peak performance  line represent limit after which response time (latency) may go above optimal values. It is calculated value based on complex internal algorithm.

After resource ( CPU/DISK ) utilization reach peak performance line, the latency can rapidly increase. 

Difference between current utilization and peak performance line represent performance capacity (HEADROOM).
