SnapCenter deletes metadata for backups that are still active based on retention

Issue

A backup policy is configured with a retention of a fixed number of days of backup snapshots on primary storage (e.g. 21 dailies for three weeks of backup), and also perform SnapVault updates (e.g. using labelk "daily") which run successfully.
When the SnapVault's vault policy retention for that label is less than the primary retention (e.g. 14 for label "daily"), a number of older primary backups are regularly lost as well (e.g. from 1 to 7 depending on the weekday *).
 
However, with SCE, even when the secondary contains a retention count that may cover at least the same time span, backups for for half of those days (i.e. 10 or 11 days *) are lost.
