Revert from 9.13.1 fails with excessive vreport entries

Issue

Attempting a revert from ONTAP 9.13.1P2 to 9.10.1P fails as seen:
 
cluster_CLI::*> system node revert-to -node node_01 -check-only true true -version 9.13

Performing revert checks

Error: command failed: The revert check phase failed. The following issues must be resolved before revert can be completed. The Volume Location
       Database (VLDB) is inconsistent with WAFL information. Contact support personnel to resolve this issue.

 
The vreport shows an entry typical of

aggregate Differences:

for every single volume in the cluster.
 
The verport can be cleaned up, but each time the revert is re-reun, then same issue occurs.
