Drives moved from one cluster to another report 0xe errors on boot

Issue

Shelf containing drives was repurposed for use in another cluster. Upon powering on at the new site, 0xe errors were observed and the drives reported "Failed-Unsupported"
 
Sample boot message:
 
Mar 08 20:29:56 [localhost:disk.encryptAccessErr:error]: Unable to restore data access on encrypting disk 0d.02.0; status security unknown key (0xe).
