File level operations issue due to quota exceeded event

• File copy to qtree fails with the following error:

ERROR xxx (0x00000008) Copying File \\xxx\xxx\xxx.txt
Not enough storage is available to process this command.
ERROR xxx(0x00000070) Copying File \\xxx\xxx\xxx.txt
There is not enough space on the disk.

• Users report slowness in scanning files on a CIFS share with quota configured.
• The following error is seen in the EMS log: 

[xxx: xxx: wafl.quota.qtree.exceeded:notice]: tid 1: tree quota exceeded on volume xxx. Additional warnings will be suppressed for approximately 60 minutes or until a 'quota resize' is performed.
