Cluster switch log collection periodically fails due to additional switches detected

Issue

Manual switch log collection status changes from initiated to - and Log Collection Enabled changes from true to false.

Example:

Cluster::> system cluster-switch log collect -device <device name>
Cluster::> system cluster-switch log show

Log Collection Enabled: true
