How to upgrade NetApp Element software and HealthTools at a dark site

Description

Environment

Any cluster and management node located at a dark site (ie: no access to the Internet) that needs to use HealthTools to upgrade the Element software.

Symptom

Starting with Element 10.2 or later, when a management node and the cluster it manages are located at a dark site, running any of the upgrade commands such as sfupdate-healthtools -l,  sfupgradecheck, or sfinstall fails with the following error:
    Unable to verify latest available version of healthtools.

Cause

The management node is located at a site that is unable to connect to https://library.netapp.com/ to perform a check for latest version of software.
