ONTAP Select or CVO: Aggregate mirroring would fail due to "Not enough matching spare disks"

Issue

After a takeover event, starting a manual mirror of an aggregate fails even though it appears the needed spare disks are there:

Error: command failed: Aggregate mirroring would fail for aggregate "aggr1" on node "Cluster01-02". Reason: There are not enough matching spare disks in Pool0 for original owner Cluster01-01.
