Licensing services on ONTAP Select node are unavailable due to network error with License Manager on Deploy

Issue

• Even though the ONTAP deploy side already meets the following conditions, the license for the ONTAP Select virtual node is showing as lease-missing:
  1. The capacity pool license is within its validity period
  2. There is sufficient available space in the capacity pools
