CONTAP-236080: Vserver is in an operationally stopped state after Ontap upgrade

Issue

1. After ontap upgrade from 9.8P21 to 9.12.1P11 vserver is in an operationally stopped state, source vserver is in an operationally down state
2. The specific error was "Vserver "vserver-mc" could not be created with data service "data-nvme-tcp" because that service is not supported on this cluster."
This data service is configured on the source vserver.
