Issue

When migrating the cluster connections during a MetroCluster FC to IP transition, VIFMGR goes out of quorum (OOQ) and causes an outage

Example:
Thu Oct 27 2022 19:13:43 +01:00 [kern_vifmgr:info:6957] [0x8101cff00] [FailoverMgr::localNodeDown] VifMgr on node ClusterA-01 is now out of quorum.
