Brocade switch doesn't load fabos after various unexpected reboot

Issue

A brocade switch may not be able to load fabos after a power outage.  The Switch console will show the following message 

**************************************************************
*                                                            *
* Fabric OS has detected frequent switch reboot condition.   *
* Following actions can be taken to recover the switch:      *
* - Use supportsave to collect supportsave data.             *
* - Contact Brocade support team for further assistance.     *
*                                                            *
**************************************************************

Brocade-sw:root> switchshow
sh: switchshow: command not found
fabsys device open: No such device or address
